If you want to apply for any post notified by the Kerala Public Service Commission (Kerala PSC), you must first complete One Time Registration (OTR) and create a candidate profile on the official Thulasi portal — thulasi.psc.kerala.gov.in/thulasi. New candidates click the One Time Registration link and press the Sign Up button; candidates who have already registered simply log in to their existing profile. This is confirmed on the Kerala PSC website’s official page “OTR – Instructions To Candidates”.

Current status
The OTR system is live and is the standard route for all Kerala PSC applications. The Commission’s website (checked on 15 July 2026) continues to publish regular announcements — for example, standardisation procedures for the Xth Level and Degree Level Common Preliminary Examinations 2025 and Departmental Test updates — all of which require candidates to hold a valid OTR profile in order to apply or view their status.
Department and objective
Kerala PSC is a constitutional body that conducts recruitment to Kerala government posts. The objective of OTR is simple: instead of filling a fresh application with all your personal details for every post, you create one verified profile on Thulasi. When a post is notified, you log in and apply against your existing profile in a few clicks.
What you get (benefit)
- A permanent candidate profile with a unique user ID that works for every Kerala PSC notification.
- Ability to apply online to notified posts, download admission tickets (hall tickets), and check application/exam status from the same login.
- Your qualifications, photo and personal data are stored once and reused, reducing errors and rejection risk.
Eligibility
OTR itself is open to anyone who intends to apply for Kerala PSC posts. Eligibility conditions (age, qualifications, community reservation, physical standards, etc.) are prescribed per post in each individual notification published in the Kerala PSC Bulletin and on keralapsc.gov.in. Always read the specific notification before applying — OTR only creates your profile; it does not make you eligible for a post.
Exclusions
There is no exclusion for creating an OTR profile as such. However, Kerala PSC maintains a public List of Debarred Candidates on its website; debarred candidates are barred from selections as per the Commission’s orders. Furnishing false information in your profile can also lead to action under the Commission’s rules.
Documents and details you should keep ready
The official instruction PDFs on the OTR Instructions page cover new registration, already-registered candidates, and the mode of submitting applications. In practice, keep ready:
- Your basic personal details (name, date of birth, address, mobile number).
- A photograph that meets Kerala PSC’s photo rules — the Commission publishes a dedicated “Instruction Regarding Photo” page on keralapsc.gov.in; read it before uploading, as photo defects are a common reason for trouble later.
- Details of educational qualifications to fill into your profile.
Fees
The official OTR instructions page does not mention any fee for creating the One Time Registration profile. If any payment is ever demanded on a non-government website for “PSC registration”, treat it as suspicious — use only thulasi.psc.kerala.gov.in.
Deadlines
There is no deadline for OTR — you can register at any time. Deadlines apply only to individual job notifications. No official deadline beyond those per-notification dates has been announced.
How to complete One Time Registration (step by step)
- Open the official Thulasi portal: https://thulasi.psc.kerala.gov.in/thulasi/.
- Click the One Time Registration link and press the Sign Up button (this is the route the Commission itself prescribes for new registration).
- Fill in your personal details exactly as per your records and follow the on-screen steps to create your profile. For the detailed field-by-field procedure, use the Commission’s own PDF: Instructions for New Registration.
- Upload your photograph following the Commission’s photo instructions.
- Note down your user ID and password safely — this single login is used for all future Kerala PSC applications.
- When a post you want is notified, log in via the Login link on Thulasi and submit your application. The Commission’s separate PDF on the mode of submitting applications explains this stage.
Already registered? (login route)
If you registered earlier, do not create a second profile. Use the Login link on Thulasi with your existing user ID. Kerala PSC publishes a separate PDF for registered candidates: Instructions for Registered Candidates.
Offline route
There is no offline route for OTR — Kerala PSC applications are submitted through the Thulasi portal. If you cannot use a computer yourself, you can complete the same online process at an internet centre, but the profile and login remain yours; never share your password.
Checking status and corrections
After logging in to Thulasi, your profile dashboard is where applications, admission tickets and statuses appear. If you need to correct profile details, log in and update the relevant sections of your profile; for issues you cannot resolve online, contact the Commission through its District Offices — the full directory is on keralapsc.gov.in under “District Offices”. As the exact correction windows for particular fields can vary, treat the district office of Kerala PSC as the responsible office for unresolved profile problems.
Common mistakes to avoid
- Creating multiple profiles — one candidate should have exactly one OTR profile.
- Uploading a photo that violates the Commission’s photo instructions.
- Entering qualification details casually — false or incorrect information can invite action and affect selections.
- Registering on lookalike websites. Only thulasi.psc.kerala.gov.in and keralapsc.gov.in are official.
- Forgetting the user ID/password and then signing up again instead of using password recovery.
Helpline / contact
Kerala PSC’s website provides a District Offices directory (keralapsc.gov.in → More Links → District Offices) for candidate support. Use the office for your district for OTR and application issues. A specific central helpline number is not published on the OTR instructions page itself, so the district office route is the officially listed contact path.
What if the portal is down?
Thulasi can be busy close to notification deadlines. If the portal does not load, wait and retry after some time, preferably during off-peak hours. Since OTR has no deadline of its own, register well before you actually need to apply, so a temporary outage never costs you an application. For persistent access problems, contact your Kerala PSC district office.
