You can apply for both a Learner Licence (LL) and a Driving Licence (DL) online through the government’s Parivahan Sarathi portal. The Learner Licence comes first (with an online test), and after the mandatory practice period you apply for the permanent Driving Licence with a driving test. Step 1: Apply for a Learner Licence (LL)
- Open sarathi.parivahan.gov.in, select your state and choose “Apply for Learner Licence”.
- Fill the form, upload documents (age proof, address proof, photo, signature) and, if required, a medical certificate (Form 1/1A).
- Pay the fee and book a slot for the online LL test (traffic-rules questions). Many states allow the LL test from home (Aadhaar-authenticated).
- Pass the test and download your Learner Licence.
Step 2: Practice period
After getting the LL you must wait the prescribed period (commonly at least 30 days) before applying for the permanent DL, so you can practise safely.
Step 3: Apply for the Driving Licence (DL)
- On Sarathi, choose “Apply for Driving Licence”, enter your LL details and vehicle class.
- Upload documents, pay the fee and book a slot for the driving test at the RTO / testing track.
- Pass the driving test; the DL is issued and can be printed once dispatched/available.
